About the Tule East Groundwater Sustainability Agency

The Tule East Groundwater Sustainability Agency (TEGSA) is a Joint Powers Authority formed under California's Sustainable Groundwater Management Act (SGMA) to manage groundwater resources within its portion of the Tule Subbasin.

TEGSA works with neighboring Groundwater Sustainability Agencies, local agencies, agricultural interests, and community stakeholders to implement a Groundwater Sustainability Plan (GSP) that protects groundwater resources and supports long-term water reliability throughout the region.

The Tule Subbasin

The Tule Subbasin (California Department of Water Resources Basin No. 5-022.13) is one of California's critically overdrafted groundwater basins.

Under SGMA, the Groundwater Sustainability Agencies within the Subbasin, including TEGSA, are responsible for implementing Groundwater Sustainability Plans that achieve long-term groundwater sustainability over a 20-year planning horizon.

Groundwater Sustainability Plans are designed to avoid six undesirable results identified by SGMA:

  • Chronic lowering of groundwater levels

  • Reduction of groundwater storage

  • Seawater intrusion (where applicable)

  • Degraded groundwater quality

  • Land subsidence

  • Depletions of interconnected surface water

TEGSA is a Joint Powers Authority consisting of the following member agencies:

  • County of Tulare

  • Hope Water District

  • Ducor Water District

  • City of Porterville (joined March 2026)
